"Baseline"study and the follow-up and the evaluation system of the project with the institutional and operational support to 3 agencies of river basins.
Operational and institutional support project for three river basin agencies (A3ABH)from the BTC in Morocco concerns the three ABH (Souss-Massa-Draa, Loukkos and Moulouya).
The main tasks assigned to the mission "Baseline" were the followings:
1.Establishment of reference situation of the intervention fields of the A3ABH project.
2. Review and adaptation of the logical framework of the DTF.
3. Review of the indicators proposed in the DTF and proposition of additional indicators.
4. Information of basic values and target values for these additional indicators (and intermediate values if realistic).
5. Proposal of an M & E system for the project and the modalities for the collection, processing and interpretation of information.
6. Establishment of a process risk management plan of the A3ABH project.
Feasibility study on the collection and processing of hydraulic data and remote sensing in the hydraulic basin of Tensift (GIREAU)
The objective of the GIREau program is to contribute to a well-regulated water balance in the Tensif hydraulic basin.
The results produced by the mission are:
Collecting information and critical analysis of the current situation regarding:
i) monitoring networks of surface water and groundwater, and weather monitoring network;
ii) The flood warning system;
iii) Existing GIS and databases;
iv) collection of information about groundwater and surface water;
v) collection of information about the uses of water;
vi) Information circuits: collection, encoding, processing, analysis, restitution;
vii) The relationship between the different actors.
The development, at the pre-feasibility stage of a conceptual project schedule. This includes: the development of technical and organizational proposals; the overall planning of the project; the definition of a preferred embodiment; the proposed measures and the chosen design;
The development, at the feasibility stage of a project plan, including: implementation plan; cost estimates; the management of cross-cutting measures and recommendations for improvement; conducting a workshop and preparation of the feasibility study.
Evaluation of the Belgian Technical Cooperation (BTC) services quality
The Belgian Technical Cooperation (BTC) is the execution Agency of the direct bilateral cooperation of the Belgian Federal Government. According to its management modalities, the Government assess each year the quality of the BTC services on the basis of the evaluation of a minimum of 10 projects. Those projects are assessed on the basis of the project cycle management and through 5 evaluation criteria: relevance, effectiveness, efficiency, sustainability, and impact. For 2008, a total of 12 projects were retained in Bolivia, in Peru, in Ecuador, in Algeria and in Morocco. The choice also went by country to a particular sector of co-operation. The objective of the evaluation is to return account to the State of the quality of the services of the BTC and to improve them by a collective training on basis of observation, conclusions and recommendations of evaluation.

Sectoral evaluation of the EU cooperation with Morocco in the field of water and sanitation
Appraisal study for the reform of the Offices Regionaux de Mise en Valeur Agrcole (ORMVA)
The purpose of the study is to prepare a reform of the ORMVA allowing a sustainable an affordable irrigation water supply on an efficient way for the public finances. The study comprised 3 phases: a complete diagnostic of the water uses in the ORMVA, the feasibility of selling water within affordable rates for the beneficiaries, and finally to propose the instititutional reforms to be promoted and implemented.
Technical assistance for the completion of the Structural Adjustment Programme of the water resources sector
The overall objective of the Programme is the strengthening of water management by enhancing and rationalising the necessary fund allocation, by preservation of the resource and its quality, and reinforce the existing capacities.
